Apple Intelligence stuck at 100% on macOS 26 Beta 1

Hello,

I'm unable to develop for Apple Intelligence on my Mac Studio, M1 Max running macOS 26 beta 1.

The models get downloaded and I can also verify that they exist in /System/Library/AssetsV2/ however the download progress remains stuck at 100%.

Checking console logs shows the process generativeexperiencesd reporting the following:

My device region and language is set to English (India).

Things I've already tried:

  • Changing language and region to English (US)
  • Reinstalling macOS
  • Trying with a different ISP via hotspot.

This issue seems to have been fixed now.

I have the same problem on my MacBook Pro M4. My device region and language are set to German (Germany).

I have also tried changing the language and region to English (US) and English (UK), but it always gets stuck at 100%.

I can see that Apple Intelligence is taking up about 9.84GB of storage in the settings.

After trying multiple different internet sources and reinstalling the macOS Beta, I don’t know what else to do.

So probably Apple needs to fix something on their side before Apple Intelligence related stuff will start to work again on the latest beta versions.

I'm seeing this on all my devices with 26 beta—iOS, iPad, and Mac. I was in the middle of testing the Use Model shortcut and suddenly the queries started failing with an error:

The operation couldn’t be completed. (ModelManagerServices.ModelManagerError error 1019.)

using on-device, private cloud compute and chatGPT. Everything's "downloading" at 100%.
