Can't download Predictive Code Completion Model

The Foundation Models Framework stopped working after Xcode failed to download the "Predictive Code Completion Model".

What happened was on macOS Tahoe 26.0:

  1. Downloaded and installed Xcode 26 Beta (17A5241e)
  2. Worked with Foundation Models framework. Everything worked fine. ✅
  3. Opened Xcode 16.4
  4. This triggers the downloading of Predictive Code Completion Model which then fails.
  5. Go back into Xcode 26 Beta, Foundation Models framework no longer works. ❌ Error: "Failed to find asset: com.apple.gm.safety_deny.input.code_intelligence.base.generic - no asset"

What I've tried or checked:

  • Reinstalling Xcode 26 Beta
  • Uninstalling both Xcodes and only installing Xcode 26 Beta
  • Checked available space on drive (over 300 GB free)
  • Restarted Mac
  • Restarted Xcode 26
  • Changed wifi networks
  • Turned on VPN
  • Deleted the Library > Developer > Xcode folder and reinstalled Xcode 26

I had the same problem earlier today and it just magically went away. Try again now. It's June 19, 2025 at 10:40pm EDT.

I'm assuming it was a server side issue.

Im seeing the same issue.

Not sure if this is related in any way, but in Settings > Apple Intelligence & Siri, the Downloading support for Apple Intelligence never completes for me.

Its been like this for hours:

I also noticed that the Xcode download error detail mentions macOS Version 16.0 but I'm running macOS 26.0 (the beta). Not sure if this makes a difference with trying to locate assets to download etc. But sharing in case it helps.

Same issue here but this just started today as I have been using 26.0 beta since the WWDC25 with out this issue. I had seen it on Xcode 16 when running it on macOS 26 but not with the Xcode Beta.

I also tried resetting the mac completely, with macOS 26 beta, reinstalled Xcode, and it still failed to download. I saw this exact same error from June of last year too. Maybe the solution is in your commit log! 😃

Same here. Started just this afternoon, around 1300 PDT.

It's WAY worse than just predictive code completion in Xcode 26 though. Apple Intelligence has completely collapsed across ALL of my devices: Mac, iPhone, iPad. On iPadOS 26 and iOS 18.6. Across all apps/tools that use Apple Intelligence. Image Playground doesn't work, writing tools don't work, even Siri has fallen back to the old orb UI instead of the glowing ring.

It spread like a virus: I got the message that Xcode couldn't load its prediction model. Then, the iPad app I was working on suddenly started failing to load Foundation.Models. Now, Every device is stuck at "Downloading models" in Settings > Apple Intelligence & Siri. The Mac reports 100% complete there. Other devices just say "downloading."

Attempts To Fix

  1. There are threads talking about switching languages from U.S. English and restarting. None of that works.

  2. There are threads describing how to manually delete the generative model downloads by booting into recovery mode, disabling SIP, and using Terminal. Did that on my Mac. The files re-downloaded, but Apple Intelligence is still borked.

Conclusion

Someone in Cupertino pushed something or changed something server-side that has completely borked Apple Intelligence on 19 June 2025 for anyone running the betas. My wife's devices do not appear to be affected, but all of those have the latest release versions of iOS/macOS.
