Could not create DeviceCheck Key with Enterprise account

I have admin access for our Enterprise account I can't see the option to create a DeviceCheck key needed for the App Attest functionality. Is there a limitation preventing this key from being generated on Enterprise accounts?

At this time, usage of the DeviceCheck framework is limited with Enterprise accounts.

Enterprise developers can access the on-device DeviceCheck APIs in iOS, but they cannot create the DeviceCheck key in order to set up the JWT tokens that would allow them to authenticate with the server-side components of those frameworks.
