Local network access disabled after macOS restart

My application needs local network access. When it is started for the first time, the user gets a prompt to enable local network access (as expected). The application is then shown as enabled in Privacy & Security / Local Network and local network access is working.

If macOS is then shutdown and restarted, local network access is blocked for the application even though it is still shown as enabled in Privacy & Security / Local Network. Local network access can be restored either by toggling permission off and on in Privacy & Security / Local Network or by disabling and enabling Wi-Fi.

This behaviour is consistent on Sequoia 15.1. It happens sometimes on 15.0 and 15.0.1 but not every time. Is my application doing something wrong or is this a Sequoia issue? If it is a Sequoia issue, is there some change I can make to my application to work around it?

This problem appears to be fixed on Sequoia 15.2.

After updating to Sequoia 15.2 from either 15.0 or 15.1, all previously set local network access permissions are removed. This means I need to give my app local network access permission again when I start it for the first time after the update.

After this, rebooting does not disable local network access permission as it did on previous versions of Sequoia.

This issue still appears on macOS Sequoia 15.3

To give some more details:

I am using OrbStack on a Mac Mini M4 and mounting an NFS Volume with it from my local network.

It all works perfectly fine until I do a reboot. Then it seems like it didn't remember the setting at all. When I go into Privacy & Security -> Local Network and untoggle + toggle the checkbox near OrbStack then everything works fine again.

It's a very nice privacy feature, but frustrating that it doesn't work properly after a reboot.

I did some more testing today and after enabling / disabling local network for a completely different app, it also temporary fixes the same setting for all other applications. It's like this whole list is somehow not remembered after a reboot.

We are having the same issue with the users on our local network. In my case I am building a client application (.app), signing it with my developer ID and distributing it via a .dmg file. We have been doing it for years. It connects to a server on our local network. The Mac in question are running Mac OS 15.3. Once you reboot, you must toggle network access in the system settings.

The issue still exists on 15.3.1

The only other application that is installed in the system and requires local network access is android studio.

Just realized that android studio ( the 2nd installed app on my mac, and the only two programs that request this permission ) also has the same issue. After restarting my android emulators have no access to the network until I kill all relevant processes and toggle off/on the permission. Is this a joke?

Also the problem persists, I'm on macos 15.3.1. Turning Local Network Settings Off and On again doesnt change a thing. Reboot doesn't change a thing. Sometimes it works, sometimes it does not. Usually after a reboot or turning cloudflare warp on and off. Maybe there is a connection to cloudflare?

I have a Mac mini (M4 chip, macOS 15.3.1) and I have the same issue. Whether I use the Mac's own Ethernet port or the USB-C to Ethernet port, the issue will occur. I have also tried to format the SSD completely and reinstall macOS online, but the issue still occurs. However, my Macbook pro M3 chip, running macOS 15.3.1, has never encountered such this issue.

I really hope Apple can solve this issue.
