New Local Network Privacy Setting has been added in Privacy & Security Section of system Settings. I just want to know if this permission be managed through MDM mobileconfig profile. Let me know if any suggestions are there, in respect to this.

Currently there is no way to manage the settings in System Settings > Privacy & Security > Local Network though MDM or configuration profiles.

This feature is very buggy at present, often failing to add apps -- especially command-line e.g. via homebrew or MacPorts -- to the Local Network list. It really needs manual/MDM configurability, because it's causing a lot of problems in its current state.
Seconded. There needs to be a way to add command-line apps to the Local Network Privacy setting, as none of the tools installed via homebrew are able to connect to devices on the local network right now. Those tools currently abort with "no route to host".
Yes, those of us in the field who are deploying macOS on new machines with the latest release are having some very hard times, due to the bugs in this feature, and the missing management tools.
Apple, please provide a way to disable and manage these features, along with ways to manually add approved applications to exempt them from further scrutiny to avoid user frustration.
Your operating system is not prompting and rendering our applications defective simultaneously.
