Xcode PCCM Fails to Install

When installing Xcode on macOS Tahoe, Predictive Code Completion Model cannot install.

The operation couldn’t be completed. (ModelCatalog.CatalogErrors.AssetErrors error 1.)

There's one item in the Xcode 26 Beta Release Notes with a workaround that you can try:

Xcode features like Predictive Code Completion and Coding Assistant may require Apple Intelligence to be enabled. (152113360)

Workaround: Enable Apple Intelligence in System Settings.

Apple Intelligence is currently enabled on my Mac. Are there any settings I need to tinker?
