also, can see it's not being published since iOS 18.2 release, any specific reasons for it? or is the download link changed here?

Developer Runtime Missing for iOS 26 Beta
To manage your components, choose Xcode > Settings and click Components in the sidebar. Xcode shows the installed and enabled components along with the amount of storage you can recover if you remove them. For more information, see Downloading and installing additional Xcode components.
