Basically, yes, that's correct. I'm not sure it will actually require a true app updates (for example, it's possible that server side change could also clear the issue), but the dialog you're seeing is the "fallback" code path when the app is presented a configuration it does't recognize.
You can and should file a bug on this, however, keep in mind that this is a developer seed and that our supported development environment is specifically Xcode running on macOS. I suspect that installation from Windows will start working at some point "soon", but I'm also not surprised that it isn't working immediately after our initial seed release.
