The headline says it all. I can't go past this screen:
There is a known issue that can occur if you are:
- Launching Xcode for the first time and agreeing, and
- Xcode is on the Desktop, and
- Desktop & Documents in iCloud is enabled.
Please first file a feedback report with a sysdiagnose (whether you are in the above situation or not). Then if you are in that situation, you can work around this by moving Xcode.app to a different directory (e.g. Downloads or your home folder), agreeing, then moving it back to wherever you want to store it.
