Can not use my personal developer team for months

I can not accept new agreement on account web portal. When I navigated to the page, my personal team can not be seen. So I can not accept the newly agreement.

I asked help via email/phone 3 months ago, and Chinese developer team just said you need to wait.

I am wondering how long need to take actions or have a conclusion...
