Update: I've contacted to Super Advisor and she asked me to upload some documents. I did everything they've asked and called them again.
This time they reset my enrollment and told me to retry again. I retried but I got a new error saying:
"There may be an issue with your account that needs to be resolved before you can continue. Please contact support."
And when I explain this to the advisor in a call (again) this is what they told me:
"For one or more reasons, your enrollment in the Apple Developer Program could not be completed. We are unable to continue with your enrollment at this time."
While this is already so frustrating I've asked what can I do and what's the reason, they told me basically NOTHING. They just said: For one or more reasons you can't enroll this program and we can't tell why.
So I asked them to reset this whole process so I can try using the website to complete my enrollment and the answer is the same: Even if we reset you won't be able to enroll using the website as well and we can't tell why.
Lastly I've asked if this is permanent or temporary boom no answer again "It can be permanent or temporary we don't know".
This whole enrollment experience was the worst experience I've ever had as an iOS developer and I couldn't reach a conclusion.
