The error says:

It seems like your device's connection to Xcode is failing for some reason. Does your Mac have a VPN or other security software installed that may be interfering with the connection? We have a Technote that helps isolate that if either type of those software products is installed.
Beyond that, what happens if you switch to a different cable, or a different device? Try to isolate down things in your environment.

@DTS Engineer ,Thank you for your prompt response. We have tried connecting different computers and devices, but we are still unable to launch our project. We have tested both Xcode 16.2 and Xcode 16.3, but neither version successfully starts our project on the device. Interestingly, we were able to create a new project that runs on the device without any issues.
We appreciate your suggestions regarding the VPN and security software, as well as testing different cables and devices. However, it seems that the problem persists specifically with our project.
If you have any further recommendations or insights, we would greatly appreciate your assistance.

I did some digging around as to what's happening here, and this really needs a bug report for us to investigate. While it may seem related to your project since a brand new project works for you, there might be a deeper problem that isn't just your project. Would you mind filling one? Having sysdiagnoses from both the Mac and your device would be helpful too. If you can file that report, post the FB number for the record.
The error message has a suggestion for you:

May I ask about the progress of investigating this issue? Our company has a relatively large project that cannot be debugged on iOS 18.4.1. We hope this can be resolved as soon as possible.
iOS18.5 + Xcode16.3 didn't work either
Is there any update on this issue? We’ve noticed that many of our apps have been experiencing similar problems after upgrading to iOS 18.4. Even after increasing the timeout to 300 seconds, the attach process still takes an unusually long time. Any guidance or workaround would be greatly appreciated.
If you find that you're affected by this issue, please create your own bug report with a sysdiagnose. That will aid our investigation, and also allow you to get status on your report (see What to expect after submission). Please post the FB numbers to this thread so I can correlate them.
