Can't open website in Sequoia 15.1 beta

List members: When I try to open a particular website in Sequoia 15.1 beta using Safari, instead of the site opening, Safari downloads an app, "login.action". When I try to open this app I receive the error message, "App from unauthorized developer." I've tried to open in the app in Security settings, without luck. Would greatly appreciate any advice.

If a website is downloading a file automatically, the last thing I would do is try to open it. Have you never heard of online scams?!

Anyway, aside from that, are you using any browser extensions? Does the website open correctly in another browser, maybe Firefox or Chrome? Does it work on a Mac before Sequoia?

Thank you for writing, I appreciate it. The web site in question is a US government site that deals with financial information. The "login.action" file is some security measure they've recently put in place. No browser accesses the site in Sequoia 15.1, but all browsers do in Sonoma. When I find out more about "login.action" I'll post th info here. Thank you again.
